1Sa 23:7-13 Saul's Coming, and Treachery of the Keilites.

Saul was informed that David had arrived in Keilah. This news likely fueled Saul's confidence that he would finally capture his target, who would be trapped within a fortified town.

Saul summoned all the people from the surrounding districts to join him for war. Although this force did not represent the entire nation of Israel, it was still a significant gathering. It is possible that Saul presented the campaign as an effort to counter the Philistines, while secretly planning to stir up trouble against David.

9
Saul instructed Abiathar the priest to bring the ephod so he could consult God through prayer. The priest's role in this consultation was to offer a prayer and seek guidance from God on the alternative courses of action being considered.
