The four living creatures and the twenty-four elders are now standing before God in worship. They see Him as He is: holy, majestic, just, merciful, and eternal. This vision of God's glory is so overwhelming that they fall down on their faces, unable to bear it.
As they worship, they proclaim God's holiness three times, acknowledging His majesty, justice, and mercy. They recognize that He is the one who was, who is, and who is to come - the eternal God of all creation. Their praise is a declaration of His glory, power, and wisdom in creating all things for His own pleasure.
The four living creatures take the lead in this anthem of praise, followed by the twenty-four elders. They give glory to God "for ever and ever" (Re 4:9-11), acknowledging that their worship will continue without end. This is a simultaneous giving of glory on the part of both the beasts and the elders.
Their ascription of praise is repeated onward to eternity, with the four living creatures and the twenty-four elders falling down before God in worship, acknowledging His eternal power and glory. They recognize that all things were created by Him for His own pleasure, and that their existence is a direct result of His will.
The language used here is reminiscent of Hebrews 11:3, where it says, "By faith we understand that the universe was formed at God's command, so that what is seen was not made out of what was visible."
