Joseph explained that both dreams pointed to the same event: a remarkable period of seven years with unprecedented abundance, followed by an equally severe period of unparalleled famine. The repetition of the dream in two different forms emphasized its absolute certainty and imminent arrival. The interpretation was accompanied by practical advice for addressing this impending crisis.
When Pharaoh's courtiers were satisfied with Joseph's explanation, he likely had further opportunities to offer guidance. It is reasonable to assume that God provided a chance for Joseph to suggest what was necessary during these conversations.
Pharaoh should appoint officials over the land to oversee its management. These overseers would be responsible for collecting one-fifth of the land's produce and storing it on behalf of the government, rather than selling it to foreign merchants.
